Job-based access

The controller board accepts jobs listed in:

Config.ControllerAllowedJobs = {
    "pilot"
}

The default pilot job can therefore use the live controller view without an additional controller ACE entry.

Route recorder access is separate. A controller job does not replace the atc_radar.routecreator permission when recorder-only access is enabled.
